Frankie "Frank" Salvo was a New Jersey mobster who was trying to gain control of a gambling monopoly in Hawaii by forming a partnership with the Samoan gang. He has come to Hawaii after one of his enforcers was killed to oversee the operation.
He was shot dead by Chin Ho Kelly when he threatened to kill Chin's cousin Sid.
